Jackson, TN Region

The Jackson Region, which includes the counties of Carroll, Chester, Crockett, Gibson, Hardeman, Haywood, Henderson, Madison and McNairy, was the first recipient of a Regional Economic Development Strategic Blueprint (Blueprint) as part of TVA’s Valley Targeted and Prepared (TaP) Regional Program.  The TaP Regional Program was designed to promote regionalism and assist regions in being better prepared as they compete for jobs and investments.  Boyette Strategic Advisors (BSA) was chosen by TVA to facilitate this new program and develop the Blueprint for the Jackson Region.

The preparation of the Blueprint involved the development of a Regional Assessment, which in addition to in-depth research, included interviews/group discussions and online surveys of more than 1,100 people; a tour of participating counties; and review of other recent key information and reports.

Based on the results of the Regional Assessment, review of the existing business/industry base, research on emerging sectors both nationally and in the Jackson area; and a review of support programs in Tennessee and in the Jackson region for each potential sector, BSA identified seven primary targeted business sectors for the region to focus its efforts over the next five years.  Additional research was conducted to establish three targets for the West Tennessee Megasite.  Targeted business sector profiles were prepared for each identified sector.  In addition, strategic recommendations were developed to advance the growth and development of each identified targeted business sector and of the region in general.

An implementation/action plan was also been developed to provide a roadmap for achieving the recommendations outlined in the strategy.  BSA will also conduct four implementation checkpoints during the first year after project delivery to work with the region and address any issues the region may be having with implementation of the Blueprint.  BSA will also provide two Company Profiles for each targeted sector that may be looking to expand or open new locations in the future that could consider locating within the region.
